As stated: Ctl+T is supposed to open a new tab, and does for me usually. When I
have a PDF file open in Firefox tab, however, Ctl+T opens an Adobe dialog box
for an Adobe feature called "Summarize Options"

Reproducible: Always

Steps to Reproduce:
1. Go to a site that has a PDF file available for viewing.
2. Open the PDF file in Firefox.
3. Click Ctl+T

Actual Results:  
As above: Adobe's Ctl+T option activates, which is to open a "Summarize Options"
dialog box for Adobe. 

Expected Results:  
Should have opened a new tab in Firefox.

No additional information is relevant of which I am aware.
