279787 - Can't move multiple bugs at once

I needed to move bugs from one instance of bugzilla to another. I enabled the
correct parameters. Then I did a "Search", "Change Several Bugs at Once" but
there were no button to move them.
In the single bug page (show_bug.cgi), the button was there and working.

It used to work two years ago with 2.16.something.
I hacked the template so always show the button and it worked so the logic to
move bugs is there.

Note: I didn't check the validity of the exported bugs or if import works. I
justed wanted to mark the bugs as "MOVED"

Reassigning bugs that I'm not actively working on to the default component owner
in order to try to make some sanity out of my personal buglist.  This doesn't
mean the bug isn't being dealt with, just that I'm not the one doing it.  If you
are dealing with this bug, please assign it to yourself.
