This test case is present in the smoke test and might be used by people. I've
tried logging in using the default user/passwd and was redirected to this 404 page.

The file is "bogus.cgi", meaning it's not supposed to be a valid file/script. The test case works fine without it. The saving of passwords in the Password Manager is what is being tested here, and it can be tested without having an actual login script.
