Details

Users of the l10n repository require a bonsai installation to help them do their
work.  I tried adding support for the l10n repository to the main bonsai
installation a couple months back but there were too many dependencies that
would have broken.  Instead, create a separate bonsai installation for the l10n
repository (like what cvs-www has).
