IE displays the alt text when moving mouse over the green dot in the page on
daily psychology help quiz. I expect Firefox to do the same.

Reproducible: Always

Steps to Reproduce:
1. Go to http://www.zdaily.com/vocabulary1.htm
2. Go past sections until you come to the daily psychology section.
3. Moving mouse over the green dots does not display the alt text. 

Actual Results:  
No alt text displayed. 

Expected Results:  
Display the alt text as in IE.

alt text is what should be displayed when images are not displayed: see bug
25537 comment 31 - that "showing the answer in alt text" is a perfect example of
how it should *not* be done, unless the page author feels that blind users with
screen readers and people using text-only browser should be immediately given
the answer, and only sighted users with graphical browsers should have a chance
to think for themselves first. The answer should be in a title attribute, not alt.
