I have deselected "Select new tabs opened from links", i.e. new
tabs open in the background. 
When CTRL-Clicking a link for opening it in a background tab, 
the current tab/page loses focus - the mouse scroll wheel 
no longer scrolls the page view. 

Simply clicking on the page again returns focus, so this is a
really trivial "problem".

Reproducible: Always

Steps to Reproduce:
1. Do Web search
2. CTRL-Click on link to open new Tab in background
3. Move mouse wheel

Actual Results:  
Visible page doesn't scroll.

Expected Results:  
Visible page should scroll with mouse wheel.
This is dup to bug200950 though there is problem bug266092 that wheel scroll
doesn't work to lose focus by a similar operation.
