279931 - Line-ends not properly viewed in Outlook

System:  Bugzilla 2.18, installed using the Win32 install instructions, and
using the glob.com.au fake sendmail, sending mail through an Exchange server,
and viewing the mail on Microsoft Outlook.

It appears that CRLF is properly inserted for the What/Removed/Added sections,
but not for the "Additional Comments" or "You are receiving this mail because"
lines.


Reproducible: Always

Steps to Reproduce:
1.  Use any operation that sends notification email
2.  Look at the email, note the strange use of line-ends

To make Outlook show the mail correctly, click the “Extra line breaks in this
message were removed” field and select “Restore line breaks”.

To make the unmodified display the default: Tools → Options → Preferences-Tab →
E-mail Options → Remove tick mark at “Remove extra line breaks in plain text
messages”.
