279961 - new installation (zip) changes smooth scrolling setting

repro:
1. Remove old FF programm files (leave profile alone)
2. Unzip new build and start FF
3. Options- Browsing - Use Smooth scrolling is Unselected as it should
4. drag a scrollbar and notice it's smooth scrolling
5. Check, unscheck and [OK] to properly set smooth scrolling Unselected

Reproduced this on 2 win2k computers

Don't change my scolling settings

this bug probably started the same time as bug 279781
(happened when switching from 20050114 to 20050125 build)
