for some reason symbols such as the euro or apostrophe do not appear on screen
but rather a black diamond with a ? mark inside it.  Sometime they do appear,

Reproducible: Sometimes
Your example site is WFM (FF 1.0, WinXP Pro).  Is this an encoding or font issue?
