If a fieldset legend is changed, with javascript, to "display: block" and then
back to "display: inline" it is rendered inside the fieldset at the bottom after
any other fields.

Reproducible: Always

Steps to Reproduce:
I will attach a test page which demonstrates the bug.

1. Click on the fieldset legend and see the other fieldset elements disappear.
2. Click on the fieldset legend again and see the fieldset elements reappear.
3. See that the legend is not displayed at the bottom of the fieldset after the
other fieldset elements.
