Whether I launch Firefox normally, or open the Start->Run box in Windows XP and
type a URL, I'll always get errors resolving the hostname because Firefox
doesn't configure its proxy settings via the automatic proxy configuration URL
setting before attempting to load a page on startup.

I know this is the problem because subsequent attempts to load web pages after
the initial error result in no problems whatsoever.

Reproducible: Always

Steps to Reproduce:
1. Set up a valid automatic proxy configuration URL
2. Close Firefox
3. Open Firefox (assuming it's set to automatically load a page on startup,
either via a "home page" setting or a command line argument)

Actual Results:  
Got an error resolving hostname

Expected Results:  
Configured its proxy settings via the URL set in the options menu
