Create configuration option to allow each product to have a unique bug 
numbering sequence instead of the one-up system per Bugzilla installation.  If 
I have 3 product trees set up I would like to have a unique bug series for 
each.  In addition I would like to be able to set the number format myself.  
This would greatly enhance my documentation, communication and managment 
outside of Bugzilla.

We already discussed this on the mailing list and we decided that we aren't
going to fix it.

Bug ID is just a reference, nothing more. Using it for something other than what
it is (a reference) is not suitable.

If you want you can use bug aliases to give each bug an alias, including
"Product X Bug 3" or something similar.
