When the Bookmarks menu is overflowing (meaning that it has more bookmarks than
fit on the screen so that up and down arrows appear), and I use the mouse scroll
wheel to move up or down within that menu, the menu just *keeps* rolling up to
the top without my mouse being on the arrows even if I have stopped using the
mouse wheel.

Reproducible: Sometimes

Steps to Reproduce:
1. Just randomly experiment around with an overflowing Bookmark menu and the
mouse wheel. I am not sure how to reproduce the bug exactly.

menu should keep stationary if mouse is not positioned on the up arrow and the
mouse wheel is not used

I now managed to reproduce the bug exactly:

1. Open the Bookmarks menu (and make sure that it has enough items on it so that
the arrows appear).
2. Move your mouse down the list a little bit. Don't move it to the bottom
"down" arrow. (If you do, the bug does not appear.)
3. Try to scroll down using your mouse wheel.

--> What happens is that the menu keeps scrolling up just after one manages to
scroll down a little bit even though the mouse is not on top of the "up" arrow.

IMPORTANT: This works only if one does not do anything else between opening the
Bookmarks menu, going down the menu a little bit, and using the mouse wheel. If
one first clicks on the "Bookmarks" menu, then moves the mouse to the "Tools"
menu, and then goes back to the "Bookmarks" menu, then the bug does not appear
anymore.
Just open the Bookmarks menu, move the mouse down a little bit, and usee the
mouse wheel to scroll down.
not 100% sure, but I thought I saw a fix for mousewheel-in-scrollbox weirdness
on trunk, but this is a dupe.

Finally: I can reproduce this bug with 100% success rate.
In order to reproduce the bug, two conditions (in addition to what I have said
above) must be fulfilled:

(a) When opening the Bookmarks menu, it has to be already scrolled to the top.
(That is, when one already opened it previously and scrolled down, closed the
menu, and then reopens it, the bug does not occur.)

(b) One has to be using the mouse wheel for scrolling up **while moving the
mouse downwards along the Bookmarks list**.
I've been experiencing this for a while ever since 0.8 ~ 0.9, but never got
around to filing a bug since I couldn't find words to describe it and I didn't
think anyone would believe me.

The workaround I use is that after clicking the "Bookmarks" menu, move the mouse
up to the titlebar and then move right along the titlebar past all the menu
labels and then down to the webpage content area and then move the mouse into
the bookmarks menu from the right-side.

I don't know if it has anything to do with the "up" button on the menu but on
IE, when the menu is already scrolled to the very top (like when you first open
it), the "up" button disappears.
