280422 - Firefox doesn't get focus or appear in first plan when another window is open before

When I open a window (not only firefox, it can be notepad) that was first
minimized, and after I click on Firefox (opened, not minimized). Firefox stay
behind the first window clicked.
The second click (on the firefox window) has to be done before the other window
appear.

Reproducible: Always

Steps to Reproduce:
1. Open Firefox and maximize it
2. Open Notepad and set a little size
3. Minimized Notepad
4. In the task bar click Notepad and before it appears
5. Click on firefox (anywhere on it)

Actual Results:  
Notepad stays in front and firefox has anyway the focus

Expected Results:  
Firefox is supposed to be in first plan
