Ran Firefox and closed it completely.  Left and came back, found CPU usage at
100%.  99% was allocated to a Firefox task, even though no windows were open /
visible / available.

Reproducible: Didn't try

Steps to Reproduce:
1. Open Firefox
2. Close Firefox
3. Wait

Actual Results:  
Firefox task was still running.

Expected Results:  
Firefox should have terminated as usual.
