This has already landed on 1.7.6, Firefox behavior needs to match. a=dveditz

blocking 1.0.3 because there's no blocking 1.0.2 flag. The suite version has
already landed on  the 1.7 branch -- this should have been kept in the same bug
to prevent this kind of divergence.
