If Firefox is the default browser ShellExecute() with nShowCmd SW_SHOWNORMAL  
will open the URL but the window will not appear if it is minimized. 
 
The MSDN documentation states: 
SW_SHOWNORMAL 
Activates and displays a window. If the window is minimized or maximized, 
Windows restores it to its original size and position.

Steps to Reproduce:
1. Make Firefox the default browser.  
2. Open Firefox and minimize it.  
3. Run a program which calls ShellExecute on an HTML file.  
  
  
Actual Results:  
Firefox loads the page.  

Expected Results:  
Firefox loads the page and opens the window on the desktop.
