We need to rename these files:
toolkit/content/MPL-1.1.html
xpfe/global/resources/content/MPL-1.1.html

as they already contain, and will in the future contain, more than just the MPL.
There's no need for a repository move - we can just check it in under the new
name and update the jar.mn and netwerk/protocol/about/src/nsAboutRedirector.cpp.

No, this change is just about the codebase, and making the filename there match
its contents.

So we don't need to preserve the cvs history for the files?

Well, they are preserved, just under a different filename. I'm not worried about
that. 

If we repository move it, we break the builds for all previous pulls, which
expect a particular name. We could repo copy I suppose, but it's really not
worth the effort.
