I go to http://www.caryn.com with the nightly build for 02/16/2000 the page
loads correct, but after it renders correctly it redraws, shifting table cells
and replacing some of the images it has already rendered properly with the alt
text for those images, leaving the page looking ****.
Troy -- one for you; this may be a core layout issue for buster.

This is not a layout issue. Yes, if an image doesn't load we use the alt-text
instead, but that's not new behavior and we've been doing that for a while

Could be an imagelib issue as well. Somehow layout is being told the image can't
be loaded
