Wether the tooltips for acronyms are shown or not is controlled by the config
browser.chrome.toolbar_tips.

I do not want to see toolbar tips but I want to see acronyms titles.

Reproducible: Always

Steps to Reproduce:
1. Go to about:config.
2. Find the settings for browser.chrome.toolbar_tips.
3. Set the value to 'true'.
4. Go to any page with an acronym tag.
5. Move the mouse pointer over an acronym tag.
6. The title appears.
7. Return to about:config.
8. Change browser.chrome.toolbar_tips to false.
11. Move the mouse pointer over an acronym tag.

Actual Results:  
browser.chrome.toolbar_tips toggles the behaviour of all tooltips.

Expected Results:  
There should be seperate settings for UI tooltips (such as toolbars) and title tags.
