Bungie's website scrolls poorly in Mozilla. I have a Pentium 4 2.53GHz
processor, so I shouldn't be seeing any scrolling performance issues with a
website. I've also noticed poor scrolling performance on other pages, but I've
used Bungie's website as an example because it is very slow, even somewhat
unresponsive. You'll also notice some layout problems using the latest nightly,
but performance is the issue in question for now.

Reproducible: Always

Steps to Reproduce:
1. Go to URL.
2. Use scroll wheel or scroll bar.
3. Note the poor performance.

Actual Results:
Poor, choppy scrolling performance.

Expected Results:
Scrolling should be fluid and responsive.

I first noticed this under Firefox 1.0 and downloaded the latest Mozilla nightly
to check if it existed in the newest builds, which it does.
Dupe of bug 201307 (see also bug 273064, bug 264630 and bug 249880).
