Messages marked for deletion are not expunged from folder when compacted nor
does the clean up inbox on exit (compact on exit) work either. Function worked
fine in Mozilla 1.5 but not in 1.7.x or 1.8 versions.

Have large number of messages in Inbox, approx. 4000 but have also tried with
smaller folder and still does not function.

Also tried moving versus deletion and the same effect... compact (expunge) does
not function.

Reproducible: Always

Steps to Reproduce:
1. start mail
2. select IMAP mail account
3. make sure "clean up on exit" is set in preferences
4. delete message or move message to other folder
5. either manually do "compact" from file menu, right click or simply exit
6. restart mail --> messages still marked for delete but not expunged

Actual Results:  
Messages still in mailbox in same state, eg. marked for deletion.

Expected Results:  
Mail should have been expunged from mail server as it worked in Mozilla 1.5
