280825 - Add Pref UI for changing the Spell As You Type Dictionary

We should have UI that allows a user to choose the dictionary they want to
associate with spell as you type.

Currently the spellchecker dialog has a combo box for choosing a dictionary but
there is no such parallel for inline spell checking.

Attachment: the fix

Adds a combo box drop down to the spell checking tab in the options dialog
which allows you to change the dictionary language being used.

I also added a clickable link to the dictionaries web page so you can download
new dictionaries from this panel as well.

Great work!
But I thought it was going to be an UI item on the compose window to alter the
current mail's language. 
I personally write in different languages all day, it would be very handy on the
compose window. (just a suggestion).

Me too (languageS, all day). Fully agreed! Ideally as a dropdown-part of the
"Spell" toolbar button.

BTW: It's kind of useless in the options dialog for anyone working with multiple
languages (too "far away").

I filed Bug #305020 for allowing users to switch dictionaries on the fly by
adding a drop down to the spell check button.
