Reporter, can you give an example where this happens ? It's probably a misconfiguration of the website (incorrect MIME-type).
Reporter, you can use http://web-sniffer.net/ for the swf URL to see which headers are sent by the server. I guess it is text/plain which is wrong. If so, this is bug is either invalid or a Tech Evang bug for that domain.
