(Why does TB have no 'notification' component?)

TB 1.0, Win2K

I have TB set up with four POP accounts and one IMAP account; only two of the 
POP accounts are checked for new messages (on startup, and every five minutes).  
The primary account is actually Secure POP; I get all the notifications expected 
on new mail.  The other account is vanilla POP, and I have not been getting 
notifications for this account -- I think, since TB 1.0, but the problem could 
have started earlier than that.

The new message arrives, and the folder bolds and shows the count.  The folder 
also gets the 'new' flag on it; but the account does not, the tray icon is not 
shown, and the popup alert does not display.  I don't use notification sounds.

There was a bug around the Moz 1.3/1.4 that was very like this -- notifications 
only for the first POP account.
This is not happening consistently, but it is happening most of the time.  I'm 
still running with TB 1.0.

One case where the notification did occur was when a message was moved, still 
marked Unread, to a different folder.
