280974 - Add commentonhoursworked support and configuration

This item is for adding configuration to allow not requiring a comment when
hours worked is adjusted. While the time worked is stored in a comment it would
still show as a comment but no text would be required to enter for the comment
as currently this gives an error that:

You have to specify a comment on this change. Please give some words on the
reason for your change.

The default of this option would be on so as to keep the current behavior acting
the same. The primary reason for having such an option is in support of a
separate enhancement that would depend on this one for allowing a configuration
item for users to not receive emails when only the time changed but to still
receive all comments (other than ones that were solely time work additions).

I'm going to give tackling this bug a shot though it's my first real bugzilla
contribution. Any comments on this enhancement are welcome.

Here's a comment on this one: find an easier place to start. :)

I already tried this in bug 271913, and it's not nearly as easy as you'd think 
it is. I'm going to dupe this one to that one; if you want to tackle it, that's 
the place to go, since there's discussion there already.
