281016 - Create Filter from Message should behave smarter

Currently by clicking right mouse button on the mail viewer window one can
invoke Create Filter From message option on the To: <....> and Cc:<....> links.
But the filter creation window always creates with Sender is <....> option.

The menu should be smarter in the sense of if RMbutton is clicked on To: it
should create filter with:

To or CC - Contains - <....> 
option. That will make the window more productive.

possibly, if the message is already in a different folder, that folder could be 
pre-selected in the "move to folder" option.

It should offer at least one way to autocomplete filter creation based on list-id headers, as Evolution does, and should provide a way to store filters via webdav and syncronize them, as Mail.app does.
