281061 - impossible to remove a saved search is zarro boogs are found

When using a saved search, at the bottom of the results page there are a few
links (CSV | iCalendar | Change Columns | Edit Search | Forget Search 'name').
But if the search returns "Zarro boogs", then only Edit Search appears, so
there's no way to remove the search other than editing it, making it return a
few results, and then removing it.

Reproducible: Always

Steps to Reproduce:
1. Click on a Saved Search that returns Zarro boogs



Actual Results:  
See that the link "Forget Search ..." doesn't appear

Expected Results:  
It should still be possible to remove the saved search by just clicking on
"Forget Search ...".

What version of Bugzilla are you using?

This was supposedly fixed in 2.18rc3 and 2.19.1.  I can't reproduce it on either
2.18 or the tip.
