I have some problems with some web sites:
 - http://www.lemonde.fr : if the browser is setup to render proportionnal fonts
with sans-serif, non-ascii characters like é,à,ô,etc. are rendered with
sans-serif fonts, while the site use serif fonts for all other characters

 - http://fr.news.yahoo.com : if the browser is setup to render proportionnal
fonts with serif, non-ascii characters like é,à,ô,etc. are rendered with serif
fonts, while the site use serif fonts for all other characters

Reproducible: Always

Actual Results:  
Firefox use differents fonts for ascii characters and non-ascii characters.

Expected Results:  
Firefox should use the same fonts.

THat's odd. I know we have this problem with Central European, Baltic, etc.
However, I didn't expect to see this with Western. Neither can I reproduce the
problem on Mac OS 10.3.7 with the identical font setting. 
reporter, do you happen to have Mac OS classic fonts? That may be a difference
between you and me. Can you try again after removing them?

Classic is not installed on my system.
How ever I have ms corefonts installed info my home font directory (Arial,
Courier New, Times New Romann Verdana, Comic Sans, etc.)

If I remove them, I don't have this issue anymore, but I can't display theses
fonts anymore.
I suspected that you had installed MS corefonts. I do have them as well, but I
can't reproduce the problem. Does it make any difference if you check 'always
use my fonts'? In my case, it doesn't make a difference (fonts being used
change, but in both cases letters with diacritic marks are rendered with the
same fonts as used for rendering ASCII-range letters.

Your MS corefonts may be different from my MS core fonts. Last time I checked,
my MS core fonts have Mac Roman CMap as well as Windows Cmap. If yours don't
have Mac Roman cmap, what you're seeing is expected. That's bug 254585

Perhaps new versions of fonts included in Win XP don't have Mac Roman cmaps
while the old ones do. I got them at http://corefonts.sf.net (installed on Linux
first and then copied to Mac). You can directly install them on Mac  by
compiling 'cabextractor' and using it to extract fonts out of the 'cab' file.

How to check whether Mac Roman Cmap is present? Well, I wrote 'ftdump' (that
comes with freetype2 library). Hmm.. I've just done 'apt-get freetype2' on OS X,
but it doesn't include ftdump. Perhaps, you'd better download freetype2 and
freetype-demos source from http://freetype.sf.net and compile them.
Alternatively, you might be able to use Apple font tools (http://fonts.apple.com)

What happens if you change 'sans' and 'sans-serif' fonts to Windows fonts like
'Timew New Roman' and 'Arial' with 'always use my fonts' still checked?

letters with diacritic marks are not rendered with the same fonts as used for
rendering ASCII-range letters.

I've downloaded these corefonts, uninstalled the old one, clear the font cache,
installed the new ones, and no change, still the same font issue.

The following fonts (Arial, Times New Roman and Courier New) are displayed in
the font book with cyrillic characters, and  other western fonts (corefonts and
apple fonts) are displayed with western characters

I've used ftxdumperfuser from Apple Font Tools with the three font with wrong
rendering :
 - ftxdumperfuser -t cmap arial.ttf : I get Unicode, Macintosh and Microsoft cmap
 - ftxdumperfuser -t cmap times.ttf : I get Unicode, Macintosh and Microsoft cmap
 - ftxdumperfuser -t cmap cour.ttf : I get Unicode, Macintosh and Microsoft cmap

with font without issue:
 - ftxdumperfuser -t cmap impact.ttf : I get Macintosh and Microsoft cmap
I've just installed the Macintosh Corefonts Update from here :

and my rendering issues have gone far, far away
