But, open "Not allowed", can not add my e-mail address. Reproducible: Couldn't Reproduce Steps to Reproduce: 1. type a "baffclan@yahoo.co.jp" in "Add CC:" field. 2. not edit "Keywords:" field. 3. click a [Commit]. Actual Results: "Not allowed" message. > You tried to change the Keywords field from regression, intl to intl, regression, but only the owner or submitter of the bug, or a sufficiently empowered user, may change that field. I edit a "Keywords:" field, "intl, regression" to "regression, intl" at 2005-02-05 14:37 PST.

You triggered the error message by doing exactly what the error message said you did, by your own admission. Go back to the bug (shift-reload on it to make sure you clear your cached changes) and try adding the CC without doing anything else at the same time. Hopefully in some future version of Bugzilla it won't let you edit fields you don't have access to change anyway.
