i would like feature that could limit amount downloads going at once andthe rest
would be pending , so it doesnt take up all bandwidth

Reproducible: Always

Steps to Reproduce:
1.try downloading 20 movies at once on cable modem

Actual Results:  
internet connection started blocking some downloads, when i tried over 3
downloads at once

Expected Results:  
allow me to limit downloads to certin number or allow no limit

epected download access results number limited to slow 256kb cable modems and
cant aford faster or people on dail up
