Two exact machines in our system.
FC3, Gnome 2.8.0, Firefox 1.0 (Mozilla/5.0 (X11; U; Linux i686; es-ES; rv:1.7.5)
Gecko/20041210 Firefox/1.0)
Java jre-1_5_0-linux-i586

In one machine the option "Set as Wallpaper" is available, on the other is not.
There is no personal customization under
~/.mozilla/firefox/.../chrome/userChrome-example.css

This is same problem for all users (inc root) on same machine. For all in
machine 1 works, for all in machine 2 the "set as wallpaper" is not present.

Steps to Reproduce:
This works only on machine 2:
1. Go to any page
2. Right click on any image
3."Set as Wallpaper" is not available

I did a clean install of Firefox. Same issue.
I just installed the english version (en_EN), and problem is solved.
Seems the problem is related with the Spanish version.

Question: What is best to follow now? Close this bug and open a new one for the
Spanish version, or continue with this?

If I understand correctly, the same spanish package works in one computer and
not in the other. If this is true, then it's not a lang problem. Anyway, you can
give details where you got your installation from (it might be a custom package
of your distro).

Also, it might be a gnome issue. Anyway, all I can tell you is that I see the
string translated in the package. Please give more details of the page you're
visiting, and what distro is using what installation. And what's more important,
where you downloaded the packages from.

The menu item "Set as wallpaper" appears for me in Firefox 2.0 beta 2 when right-clicking on a image. The option works (well, except because I'm not using Gnome nor KDE and no wallpaper is actually set).

Given the synptoms, I think we should resolve this bug as WORKSFORME. I'll wait some days and, if no comments on contrary are added, I'll do it.
