Details
If you set network.enableIDN to false it works for that session, but if you restart the browser IDN is enabled again. The pref remains set to false. I've heard that Mac may work correctly, I've only confirmed this on windows so far. It looks like the IDN code relies on getting pref change notifications on startup. If that's failing there's lot of other code that relies on that too that we'll have to double-check.
