provide an option to reply by quoting selected text in the received message.

Eudora has been doing that for ages, and Evolution does that now, at least in
2.1. This helps quoting properly by trimming only what you feel interesting.

Use case is as follow:

-Read the message
-Select the sentence you want to reply to
-Click reply (or use the keyboard shortcuts)
-The new message for the reply only have the selection as quoted text, and the
insertion caret place AFTER.
