Instead, Firefox should open the same dialog that appears when you right-click a file in Windows Explorer, and choose "Open With->Choose Program..." Reproducible: Always

I feel certain that this is not a duplicate of bug 281403. They request two separate pieces of functionality which would require separate, likely independent portions of code. I plan to reopen this bug unless you, Kevin Brosnan, can explain why they are duplicates.
