I added an XHTML validation link to the W3C site so I could validate all my
pages.  Wandered in to the galleries and anytime I click on the link before the
thumbnails all load the page ends up being loaded inside the frame instead of a
new window.  Also tried without frames and the link still did not load in a new
window.

Reproducible: Always

Steps to Reproduce:
1. Open on any page that will load a bounch of stuff like a gallery thumb page.
2. Click on the (bottom left) XHTML link before the thumbnails finish loading.
Actual Results:  
Page loads in the same window or frame.

Expected Results:  
Page should open in new frame regardless of whether content is loading or not.
