Clicking on URL bar, or status bar SSL/lock icon spawns page-info window,
instead of old SSL cert examiniation window, and, page info does not have a tab
for security. No way to examine certificates.

Reproducible: Always

Steps to Reproduce:
1. Load a https page
2. Double click lock icon.
