Thunderbird has three options windows: Preferences (or Options), Junk Mail
Conrtols, and Account Settings.  It would be easier to use if the latter two were
folded into Preferences.  It also would be nice if Thunderbird adopted a new
Preference windows style like the new Firefox one.  

Reproducible: Always

Steps to Reproduce:
Account Settings is going to remain separate from Options.  Most of the Junk 
Mail Controls settings could be Account Settings, and some could be (global) 
Options.
