Then firefox is the default browser and it is already running it shows an error
when user tries to open local filename with russian letters in its name

Reproducible: Always

Steps to Reproduce:
1. Set the Firefox your the default browser and default application for .html files.
2. Open Windows Explorer and go to the some directory (d:\temp for example) and
create filename with russian letters in its name.
3. Close all instances or firefox if they are already running.
4. Click on created file to run firefox. File will be successfully loaded.
5. Now click on this file in Windows Explorer again to load it in new window (ot
tab) of firefox. 
Actual Results:  
Firefox will show an error and will not load the file. It's seems like it can
not decode filename with non-english characters.

Expected Results:  
Firefox must successfully decode the filename and load the file in new window
(or tab) without errors.

1. System: Windows XP Eglish SP2 + all recent updates.
2. Regional settings and default language for non-Unicode programs: russian.
