281520 - Cannot switch options panel without close-reopen

When inside the Tools/Option panel you cannot switch between panes without
closing and reopening the Options panel.

You can hightlight the option General, then switch to Advanced, the tab
hightlights but the switch does not occur until you close the Options box and
reeneter the Options box at which time it opens to Advanced.  This occurs no
matter what option tab you wish to switch to, none change without a close/reopen.

This was ok with yesterday's trunk build and went broken in todays build.

Appears that is may be same as bug 266605 which shows as UNCO.



Reproducible: Always

Steps to Reproduce:
1. Open Tools/Options
2. Try to switch tabs - 
3. Tab does not switch without closing and reopening options.

Actual Results:  
Tab does not switch without close and reopen of Options Dialog box. 

Expected Results:  
Switch tabs on click.

sorry for bugspam, long-overdue mass reassign of ancient QA contact bugs,
