Disabling International Domain Names (IDN) in Firefox, then trying to view an
address that uses an IDN causes Firefox to display an error message. The status
bar shows the address with Unicode rendering disabled (e.g. Looking up
www.p%D0%B0ypal.com) but the error message shows the translated address (e.g.
www.paypal.com, where the first 'a' is a homograph). 

Reproducible: Always

Steps to Reproduce:
1. Disable IDN by setting the 'network.enableIDN' pref to false.
2. Visit http://www.shmoo.com/idn/ and click on one of the demo pages.
3. Observe error message and status bar behaviour.

Actual Results:  
Message box displays "www.paypal.com could not be found. Please check the name
and try again."

Expected Results:  
Message box should read "www.p%D0%B0ypal.com could not be found. Please check
the name and try again."

not a blocker, we have a better midrange solution anyway.  This is a Necko "bug"
but I think the eventual solution won't mangle this.
