Details

Currently we release all of the XPIs we create on the l10n build machines but
this may not be necessary if they are all cross platform.  Ensure we're either
not pushing redundant l10n XPIs or that we only push one set if they are truly
cross platform.

We also need to qualify what sorts of things can lead to a XPI being
platform-specific and teach the l10n community about their commits (or watch for
this in code reviews) so we can catch the introduction of any platform-specific
code.
