It seems that Firefox does always fill the list at Tools -> Options -> Downloads
-> Plug-Ins... On my OS/2 system both with Firefox 1.0 I have the SWF plugin and
the Java/OJI plugin active and both are listed in about:plugins but not in the
plugin manager in options. The same happens on a recent trunk build of FF on OS/2.
The same is true on my GTK1 build of FF 1.0 on Linux, although there SWF gets
listed every now and then, possibly after visiting a specific site, but I didn't
find out yet which site this might be.

Similar behavior was reported in the German newsgroup where two users of FF on
Windows find that after visiting
<http://www.tcs.ch/tcs.html?/TCS.jsp?language=de&target=/Stic/home.jsp&map=home&context=stic&hook=yes>
the flash plugin is listed while it was not listed before.

(Didn't find a similar bug but surely one must exist, so I leave this UNCO for now.)

As mentioned in the bug I just duped, this is not exactly the same as bug 283043
as loading about:plugins does not help, at least not always. Taking the dupe as
confirmation.

The plugin-specific listing in the Options dialog doesn't exist any more in today's Firefox and I haven't seen any such problem in the Plugins panel in the Add-ons manager. -> WFM
