If you install a multilingual extension in a localized Mozilla binary (we assume
the extension has the same language as the program), unless Mozilla has en-US
(language and content package) in addition to ab-CD, it seems not to be possible
to have the extension working in the localized language. 
French Mozilla binary works this way and you can turn your extension to French
by first restarting Mozilla in English and then in French again.
With Spanish Mozilla binary, since it does not include an extra en-US, is not
possible to turn the extension to Spanish.

Expected Results:  
Features of multingual extensions should be in the localized language of Mozilla
binaries by default, the same way as Firefox works.
