I downloaded the noia2.0(eXtreme) theme for my firefox1.0. But I can use it. In
the the Tools->Themes box, I can see the theme listed as inactive (dim). If I
click on it, the "Use Theme" button is inactive. I could use this theme on
firefox1.0PR.

Reproducible: Always

Steps to Reproduce:
1. Download the theme noia2.0(eXtreme) version 2.81 from the support page
2. install the theme
3. Go to Tools-> Themes. Cant select the theme !
(Note noia2.0(lite) version 2.80 works fine in FireFox1.0

Actual Results:  
Not able to use the theme.

Expected Results:  
The "Use Theme" should have been active, and I should ideally be able to select
the theme.
