[Win] clicking in urlbar doesn't dismiss menus opened with ALT

1. Click on the file menu
> The file menu opens

2. Click on the urlbar
> The file menu closes

3. Press ALT
> The file menu gets hilited

4. Click on the urlbar
>EXPECTED:
>The file menu should close
>ACTUAL:
>The file menu stays hilited, although we get a blinking caret in the urlbar

5. Press F
>EXPECTED:
>'F' should appear in the urlbar
>ACTUAL:
>The file menu opens.

Confirmed all of this except the ACTUAL for step 5, where nothing happens.

The may be related to whatever caused the recent regression in bug 15048, 
"ALT-Tabbing away from Mozilla creates spurious ALT events" - really spurious
menubar menu highlighting.
Now that bug 18598, "menus take focus on "alt," then behave in a non-standard 
way", has been fixed, this should be retested to see if there is a remaining
issue or if it is a DUP of that bug... the actual symptoms have been in flux
over the last few days, as can be seen in the comments for 18598. Will test
once the nightly binary is available.
All of this is working correctly with the 2000-02-18-08-M14 binary on WinNT.
Marking this FIXED as I am certain that the fix hyatt@netscape.com made for
bug 18598 fixed this, while this has nothing to do with ALT-TAB, so it can't
be a DUP.
