bookmark does not notify user when they are adding a bookmark they already 
have meaning they could bookmark the same webpage over and over again and not 
know it.

Reproducible: Always

Steps to Reproduce:
1.bookmark a web page
2.bookmark same page
3.check bookmarks

Actual Results:  
multiple copies of same page in bookmarks

Expected Results:  
should have notified user and offered to replace existing bookmark
