Dragging mouse over Download Manager raises CPU usage to excessive levels
causing  mouse to stagger and Download Manager to be unusable.

Only seems to be an issue on Windows 2000 boxes in my experience.

Reproducible: Always

Steps to Reproduce:
1. Open Download Manager
2. Drag mouse over Download Manager
3.

Actual Results:  
CPU usage extreme, every action delayed - left, right clicks, menus, everything.

Expected Results:  
Nothing or responded normally
