If you go to a web page that has no title (no title tags or empty title tags)
and drag from the location bar to your desktop, a shortcut gets created without
a name.

It should have a name like Untitled Page or something.

Reproducible: Always

Steps to Reproduce:
1. Create an .html document (it can be a blank file).
2. Open it in FireFox.
3. Click and drag the little icon in the location bar (to left of URL) to your
desktop.
Actual Results:  
Shortcut created with no name.

Expected Results:  
Shortcut created with placeholder name (i.e., Untitled Page).
