When an item is removed from the Exceptions dialog (click on Exceptions in the
Cookies section of the Privacy section of Prefs), a blank line appears in the
bottom of the list.

Reproducible: Always

Steps to Reproduce:
1. Open the Exceptions dialog.
3. Remove an item.

Actual Results:  
A blank line appears at the end of the list.

Expected Results:  
Made the list shorter.
